This role plays a vital part in the planning, design, procurement, and construction of complex public works projects that are essential to the district’s multimodal transportation operations. You’ll be contributing to iconic public infrastructure that supports sustainable mobility throughout the Bay Area. You'll be part of a team shaping the future of regional transportation—enhancing safety, resilience, and efficiency for millions of travelers annually.

Key Responsibilities:

  • Project Management & Design Oversight
  • Lead the preparation of Requests for Qualifications (RFQs) and Requests for Proposals (RFPs) for engaging design consultants on ferry structure projects.
  • Develop RFQ/RFP documents for Design Unit-led projects, ensuring clarity, technical completeness, and compliance with District and regulatory standards.
  • Oversee consultant selection, contract negotiation, and performance monitoring.
  • Construction Phase Management
  • Act as Resident Engineer for capital projects, providing on-site construction oversight, contractor coordination, quality control, and progress documentation.
  • Conduct site inspections, review contractor submittals, issue field directives, and ensure safety and regulatory compliance.
  • Seismic Retrofit Support
  • Participate in the District’s seismic safety initiatives by reviewing shop drawings, work plans, submittals, and technical documentation related to structural retrofits of ferry and other facilities.
  • Environmental & Permitting Coordination
  • Manage environmental documentation, permitting, and agency coordination required for ferry terminal rehabilitation projects.
  • Interface with regulatory agencies to secure environmental clearances, coastal development permits, and other required authorizations.
  • Deep understanding of civil and structural engineering principles ideally related to marine and ferry infrastructure or similar projects.
  • Proven ability to prepare plans, specifications, and estimates (PS&E) for complex projects involving facility buildings and miscellaneous structures.
  • Strong working knowledge of applicable codes, environmental regulations, and permitting processes.

Required Experience:

  • Minimum five (5) years of progressively responsible experience in engineering design, specifications, estimating, and inspection of construction projects.
  • Demonstrated success in procuring and managing third-party consultants.
  • Experience in public-sector project execution is highly preferred, though private-sector professionals with relevant public infrastructure project exposure are welcome.
  • California Professional Engineer (P.E.) License, held for at least 5 years.
  • Bachelor’s degree in Civil Engineering or a related field; Master’s degree a plus.
  • Experience working on transportation or marine infrastructure projects, especially ferry terminals or coastal facilities or similar preferred.
  • Proficiency in project management software and documentation systems.
  • Strong communication skills, with the ability to interface across technical teams, public agencies, and community stakeholders.
